This bill enhances the Preparation for Adult Living Program for foster youth by expanding financial literacy education and transition planning requirements. For youth 17 and older, the program will now cover additional topics like motor vehicle financing and insurance. The transition plan for youth 16 and older must now include more in-depth housing preparation, such as reviewing rental applications and contracts, understanding housing costs, and exploring living arrangements with family or friends. Additionally, the bill requires the department to provide information about securing or transferring governmental assistance programs, including social security, veterans' benefits, nutrition assistance, temporary assistance for needy families, and housing assistance. These changes aim to better prepare foster youth for independent living by providing more comprehensive financial education and practical support as they transition out of the foster care system. The bill is set to take effect on September 1, 2025.
