This bill enhances the Preparation for Adult Living Program for foster youth by expanding financial literacy education and transitional support services. The bill requires a more comprehensive financial education curriculum that now includes detailed instruction on credit scores, risks of predatory lending, financial scams, banking skills, budgeting, and understanding paycheck and tax filing processes. For youth 17 and older, the program will now include additional lessons about motor vehicle financing, insurance, and civic engagement. The transition plan for youth 16 and older must also now address housing needs more comprehensively, including reviewing rental applications, discussing potential housing arrangements with family or friends, and identifying housing resources. Importantly, the bill adds a new requirement for the department to help youth secure or transfer governmental assistance they may qualify for, such as social security benefits, veteran benefits, nutrition assistance, temporary assistance, and housing assistance. These changes aim to better prepare foster youth for independent living by providing more extensive financial education, practical life skills training, and support in accessing critical resources as they transition out of the foster care system.
