AI Summary
This bill prohibits the manufacture, sale, distribution, or offer for sale of cultivated meat (defined as meat produced from animal cells grown in a laboratory outside of an animal's body) in Oklahoma. Under the bill, any person who engages in these activities would commit a misdemeanor. Food sellers found violating this prohibition could have their licenses suspended or revoked by the State Department of Health. The bill requires the Department of Health to create rules for enforcing these restrictions and includes an enforcement mechanism that allows for potential penalties. Additionally, the bill amends existing Oklahoma law to require that any cell-cultured meat or insect-protein food products be clearly labeled as such, ensuring consumers are aware of the nature of the product. The legislation also includes an important exemption that allows governmental entities, higher education institutions, and their research partners to continue conducting research on cultivated meat production. The bill is set to become effective on November 1, 2025, giving businesses and regulatory bodies time to prepare for the new restrictions. The primary aim appears to be protecting traditional meat production and ensuring consumer transparency about the origin of meat products.
