This bill requires the Florida Department of Financial Services to contract with a vendor to conduct a comprehensive study on whether the state should recognize gold and silver coins as legal tender. The vendor must submit a detailed report to the state legislature by December 1, 2025, and cannot have any conflicts of interest related to the topic. The study must extensively examine multiple complex aspects of potentially establishing gold and silver as legal tender, including constitutional authorities, practical implementation challenges, legal and regulatory considerations, financial system impacts, government acceptance, tax implications, and broader public policy concerns. The report must consult at least one economist and one constitutional law scholar, provide a full listing of sources, and analyze detailed topics such as potential state and federal constitutional limitations, interstate commerce implications, electronic transaction feasibility, consumer protections, financial institution requirements, anti-money laundering protocols, and potential economic risks and benefits. If the report recommends recognizing gold and silver as legal tender, the Department of Financial Services must then submit comprehensive proposed statutory and administrative rule language by January 1, 2026, with the option to consult other state agencies and make additional recommendations as needed.
