AI Summary
This bill, named the "Judith Kaye School Solutions not Suspensions Act", comprehensively reforms school discipline policies in New York state with the goal of creating more supportive, restorative, and equitable approaches to student behavior management. The bill makes significant changes to how schools handle student misconduct, emphasizing multi-tiered support systems, positive behavioral interventions, and graduated, proportionate disciplinary measures. Key provisions include prohibiting suspensions for young students (pre-K through third grade) except in extreme circumstances, banning suspensions for minor infractions like tardiness or dress code violations, and requiring schools to develop detailed education plans for suspended students that ensure continued academic instruction and a successful re-entry to school. The bill also mandates that schools consider a student's holistic circumstances when addressing behavior, including factors like food insecurity, homelessness, and potential trauma. Additionally, the legislation requires schools to provide professional development on restorative practices, implement implicit bias training, and annually report detailed, disaggregated data on student discipline to promote transparency and identify potential systemic inequities in how disciplinary actions are applied.
