This bill creates a new type of distinctive license plate specifically for Society for the Prevention of Cruelty to Animals (SPCA) officers and their spouses. The bill allows SPCA officers to request a special license plate that bears the letters "S.P.C.A." when they register their vehicle, with some important restrictions: only the officer or their spouse can receive this plate, not both, and the applicant must prove they are currently a SPCA officer. To obtain the plate, applicants must pay the regular vehicle registration fee plus an initial one-time service charge of $15 and submit an annual verification. Before these plates can be produced, the bill requires either a $6,000 surety bond from an authorized insurance company or pre-orders from at least 200 individuals. If 200 plate sets are not sold within two years, the department of motor vehicles can recover a proportional amount from the bond. The service charges collected will be deposited into a special fund for designing, producing, advertising, and distributing distinctive license plates. The bill will take effect 180 days after becoming law, with provisions allowing preliminary regulatory preparations to begin immediately.
