This bill creates a new type of distinctive license plate specifically for Society for the Prevention of Cruelty to Animals (SPCA) officers and their spouses. SPCA officers can request a license plate bearing the letters "S.P.C.A." upon proving their current employment status, with only one such plate issued per household. The plate can be obtained by paying the regular registration fee plus a one-time $15 service charge. Before the plates can be designed and produced, the Department of Motor Vehicles must either receive a $6,000 surety bond from a state-authorized surety company or collect at least 200 pre-orders for the plate. Any service charges collected will be deposited into a special fund for developing distinctive license plates. If fewer than 200 plates are sold within two years, the department can recover a proportional amount from the surety bond. The bill will take effect 180 days after becoming law, and state agencies are authorized to prepare necessary regulations in advance of the effective date.
