This bill establishes a distinctive license plate honoring Eagle Scouts that New York residents can request through the state's Department of Motor Vehicles. Residents who want the plate must submit an application to the commissioner, who will design the plate in consultation with the National Council of the Boy Scouts of America. The plate will be issued like standard license plates, with the regular registration fee plus an initial one-time service charge of $25. Before the plates can be produced, the bill requires either a $6,000 surety bond from a state-authorized surety company or evidence of at least 200 pre-orders with non-refundable service charges. If fewer than 200 sets of plates are sold within two years of availability, the state can recover a proportionate amount from the bond. The service charges will be deposited into the Department of Motor Vehicles' distinctive plate development fund, which supports the design, production, advertising, and distribution of specialty license plates. The bill will take effect immediately, with the plate program specifically launching 180 days after the bill becomes law.
