This bill establishes a new distinctive license plate option for New York residents who want to honor Eagle Scouts. The plate will be designed in consultation with the National Council of the Boy Scouts of America and will be available to any state resident who requests it. To obtain the plate, applicants must submit an application to the commissioner of motor vehicles and pay the regular vehicle registration fee plus a one-time initial service charge of $25. Before the plates can be produced, the state requires either a $6,000 surety bond or proof of at least 200 pre-orders for the plates. Any service charges collected will be deposited into a special fund for developing and distributing distinctive license plates. If fewer than 200 sets of the Eagle Scout plates are sold within two years of becoming available, the state can recover a proportional amount from the surety bond. The bill will take effect 180 days after becoming law, allowing time for the Department of Motor Vehicles to prepare for implementation.
