This bill modifies Maryland's election law regarding voter identification procedures at polling places. Under the proposed changes, election judges will now have two methods to establish a voter's identity: first, by asking the voter to state their birth month and day and comparing it to the election register, or second, by requesting one of three specific forms of identification - the voter's voter registration card, a valid Maryland driver's license, or a government-issued photo identification card from a state, federal, or local government unit. The bill maintains existing procedures for locating a voter's name in the election register, searching inactive lists, and handling provisional ballots for voters not immediately found. If a voter's personal information is deemed confidential by the local board, alternative address verification methods may be used. The voter will still be required to sign the voting authority card before receiving a ballot. These changes aim to standardize and potentially enhance voter identification processes, with the new provisions set to take effect on October 1, 2025.
