This bill establishes the Maryland Civic Excellence Program, a voluntary initiative for local school systems aimed at recognizing students and schools that promote civic readiness and engagement. Under this program, beginning in the 2026-2027 school year, participating school systems will award a Seal of Civic Excellence to students who meet specific criteria, including passing the Maryland Comprehensive Assessment for Government, earning A or B grades in key social studies courses (U.S. History, Modern World History, and American Government), and completing 75 hours of service, with at least 30 hours dedicated to a community-focused service learning project. Schools can also be designated as a Center of Civic Excellence if at least 50% of their graduating class earns the Seal of Civic Excellence. Students who earn the Seal will have it recorded on their high school transcript and will be recognized with a cord, medal, or diploma insignia. Schools earning the Center of Civic Excellence designation may receive a banner, a Governor's citation, or a citation from the Department of Education. Each participating school system must submit an annual report to the Department of Education about the program, with the first report due by July 1, 2027. The bill will take effect on July 1, 2025.
