This bill establishes the Maryland Civic Excellence Program, a voluntary initiative for local school systems beginning in the 2026-2027 school year that aims to recognize and promote student civic engagement and readiness. Under this program, participating school systems can award students a Seal of Civic Excellence by meeting specific criteria, which include passing the Maryland Comprehensive Assessment for Government, earning high grades in social studies courses (United States History, Modern World History, and American Government), and completing at least 75 hours of service, with 30 hours dedicated to a community-focused service learning project. Schools can also be designated as a Center of Civic Excellence if at least 50% of their graduating class earns the Seal of Civic Excellence. Students who earn the Seal will have it recorded on their official high school transcript and recognized with a cord, medal, or diploma insignia, while schools earning the Center of Civic Excellence designation may receive a banner, Governor's citation, or citation from the Department of Education. Participating school systems are required to submit an annual report to the state education department about the program's implementation, with the first report due by July 1, 2027. The bill will take effect on July 1, 2025.
