This bill extends the time period for restoring a heating, ventilation, air-conditioning, and refrigeration (HVAC/R) contractor license from 90 days to 4 years after expiration. Under the current law, contractors had a very limited window to restore their license by simply paying a renewal fee. The new legislation allows licensed HVAC/R professionals a much longer timeframe to reinstate their license without having to go through the entire initial application process. The bill specifically modifies the licensing provisions in the Business Regulation article, changing the restoration period for various types of HVAC/R licenses, including master, journeyman, and apprentice licenses. If a contractor does not apply for restoration within the 4-year period, they will still need to complete the full initial application process as if they had never been licensed before. The bill is set to take effect on October 1, 2025, providing ample notice to contractors about the upcoming change in license restoration rules.
