This bill reforms aging services in Maryland by repealing several existing statutory provisions related to aging services and consolidating various programs. Specifically, the bill eliminates the Interagency Committee on Aging Services and transfers its responsibilities to the Department of Aging, updates terminology from "seniors" to "older adults", and modifies how aging services will be planned and delivered. Beginning in June 2025, the Department of Aging is required to work with area agencies on aging and other stakeholders to conduct program transition planning and co-design a new consolidated program. The bill also mandates that individuals currently enrolled in existing senior care programs (Senior Care, Senior Assisted Living Subsidy, and Congregate Housing Services Programs) will receive a personalized assessment by their local area agency on aging to ensure their continued appropriate care during the transition. The legislation aims to streamline and modernize the state's approach to supporting older adults by creating more flexible, person-centered services and removing bureaucratic barriers. The changes will take effect in stages, with initial planning beginning in June 2025 and full implementation scheduled for July 1, 2026.
