This bill directs the Oklahoma Corporation Commission to conduct a comprehensive feasibility study on nuclear energy generation within the state, to be completed by an outside consulting firm within 90 days of the act's effective date. The study must evaluate a wide range of factors including economic and environmental impacts, workforce potential, design characteristics, safety criteria, siting considerations, and potential for small modular nuclear reactors. Specifically, the study will explore advantages and disadvantages of nuclear energy, methods to maximize local workforce and products, land and geographic siting criteria (including areas near military bases), engineering and cost information, and socioeconomic factors such as job creation, tax base implications, and potential development timelines. The Corporation Commission is required to work with electric suppliers and utilities to gather relevant information, and must electronically deliver the study's findings to the Senate President Pro Tempore, House Speaker, and Governor within nine months of the act's effective date. If the Commission cannot hire a consultant, it is authorized to conduct a notice of inquiry and use stakeholder information to complete the report. The bill includes an emergency clause, meaning it will take effect immediately upon passage and approval.
