This bill establishes the "Uninsured Commercial Vehicle Recovery Reimbursement Fund" managed by the Corporation Commission, a state agency that regulates businesses and utilities, to reimburse wrecker or tower operators for nonconsensual tows of uninsured commercial motor vehicles, with specific limitations such as a $10,000 cap per vehicle or trailer, eligibility only for tows where the responsible party cannot be located, and inclusion of abandoned commercial vehicles over 26,000 pounds gross vehicle weight rating and abandoned detached trailers with two or more axles, while excluding noncommercial passenger vehicles. Additionally, the bill amends existing law to direct a portion of revenue from fines and penalties collected under the Trucking One-Stop Shop Act, specifically the next $550,000 collected after the first $300,000 is remitted to the Department of Public Safety for weigh station staffing, to this new reimbursement fund, and allows the Corporation Commission to create necessary rules to implement these provisions, with the entire act taking effect on July 1, 2026, and declared an emergency to allow for immediate implementation upon passage and approval.
