This bill amends existing Oklahoma law to declare that emergency medical services provided by a municipality, county, ambulance service district, tribal entity, or other public entity are to be considered essential services, specifically for the purpose of qualifying for federal funding. This designation is being made because the Legislature recognizes a critical shortage of providers for fast and efficient emergency medical care, both at the scene of an emergency and during transport, as well as for stabilizing and definitive care at healthcare facilities, and believes improved emergency services are needed to reduce mortality rates in the immediate aftermath of a medical emergency. The bill also declares an emergency, meaning it will take effect immediately upon passage and approval to address these pressing public health and safety concerns.
