This bill establishes a five-year Mental Health Response Pilot Program through the Council on Law Enforcement Education and Training (CLEET), designed to integrate licensed mental health professionals into law enforcement agencies by providing them with specialized CLEET certification. The program will strategically place mental health professionals in various law enforcement agencies based on population size: 15 professionals in two agencies serving populations over 300,000, six professionals in two agencies serving populations between 25,000 and 300,000, and one professional in two county sheriff's offices not already covered by the previous categories. To support this initiative, the bill creates a new revolving fund in the State Treasury called the "Mental Health Response Pilot Program Revolving Fund," which can receive money from appropriations, donations, grants, and other funding sources. These funds will be used exclusively to support the certification and placement of mental health professionals to aid law enforcement in responding to mental health crises. CLEET is required to develop rules for implementing the program, and the bill is set to become effective on November 1, 2025.
