AI Summary

This bill modifies Oklahoma's laws regarding carbon sequestration, primarily by expanding the Corporation Commission's jurisdiction over carbon dioxide (CO2) injection wells and storage facilities. The bill establishes a comprehensive framework for creating and managing CO2 storage units, including detailed provisions for ownership, operation, and regulatory oversight. Key provisions include requiring the Corporation Commission to create a CO2 storage unit when at least 63% of landowners in a designated area agree, establishing notice and hearing requirements for creating such units, and defining the rights of landowners. The bill creates a new Class VI Carbon Sequestration Storage Facility Revolving Fund to support long-term monitoring and maintenance of CO2 sequestration sites, with fees collected from facility operators. After at least 50 years of operation, the Commission can issue a certificate of completion that transfers ownership of the CO2 storage facility to the state and releases operators from future liability, subject to certain exceptions. The legislation aims to provide a clear regulatory pathway for carbon sequestration projects, balancing the interests of facility operators, landowners, and the state's environmental and economic goals.
