This bill introduces new requirements for vendors participating in state competitive bidding under the Oklahoma Central Purchasing Act. Specifically, vendors must now submit an annual written affidavit to the Office of Management and Enterprise Services (OMES) disclosing any financial improprieties involving their executives, officers, directors, or investors. The first affidavit must be submitted with the initial bid, with subsequent annual submissions due on January 1st. The bill aims to enhance transparency and accountability in state procurement processes by requiring vendors to disclose potential financial risks and subjecting those with identified improprieties to additional scrutiny. The new law will take effect on November 1, 2025, giving vendors and state agencies time to prepare for the new reporting requirements.
