This bill requires the New York State Commissioner of Motor Vehicles to create rules for issuing special identification stickers for alternative fuel vehicles weighing 10,000 pounds or less. The stickers must be placed on both the front windshield and rear window of the vehicle in a way that does not obstruct the driver's view, and they must be easily identifiable to first responders. The bill defines "alternative fuel" broadly to include biodiesel, natural gas, propane, electricity, hydrogen, various alcohol-based fuel blends, coal-derived liquid fuels, biological material-derived fuels, and p-series fuels. Vehicle owners will receive two stickers at the time of initial or renewal vehicle registration, and these stickers will be designed according to SAE Recommended Practice J3108-1. Owners can also request additional stickers at other times by providing the required information. The bill aims to help first responders quickly identify alternative fuel vehicles in emergency situations and track the prevalence of these environmentally-friendly vehicles.
