This bill requires the New York State Commissioner of Motor Vehicles to create rules for special stickers that identify alternative fuel vehicles weighing 10,000 pounds or less. The stickers must be easily recognizable by first responders and will be placed on both the windshield and rear window of the vehicle. When registering or re-registering a vehicle, owners will need to provide information about whether their vehicle uses an alternative fuel. Starting January 1st after the bill's effective date, the department will issue two stickers to alternative fuel vehicle owners during registration, based on the SAE Recommended Practice J3108-1 standard. The bill provides a comprehensive definition of "alternative fuel," which includes biodiesel, natural gas, propane, electricity, hydrogen, various alcohol-based fuel blends, coal-derived liquid fuels, fuels derived from biological materials, and p-series fuels. Vehicle owners must affix the stickers in a way that does not obstruct the driver's view or interfere with the vehicle's identification number. Owners can also request these stickers at other times by submitting the required information to the commissioner.
