This bill modifies Oklahoma's voter identification requirements by mandating that voters provide proof of identity with a photograph beginning January 1, 2026. Specifically, the bill requires that voter identification documents must show the voter's name (substantially matching the precinct registry), include a photograph, have an unexpired expiration date, and be issued by the United States, State of Oklahoma, or a federally recognized tribal government. Service Oklahoma, in collaboration with the State Election Board, will develop a new voter identification card that includes a photograph and will be provided free of charge, exclusively for voting purposes. The bill preserves existing provisional voting procedures for individuals who cannot immediately produce acceptable identification, allowing them to cast a provisional ballot after affirming their identity under oath. If such a provisional ballot is to be counted, it must meet several verification requirements, including matching voter information in the registration database. The new identification requirements will take effect on November 1, 2025, giving election officials and voters time to prepare for the change.
