This bill authorizes the Oklahoma State University Veterinary Medicine Authority, referred to as the "Authority," to conduct a comprehensive study on elk populations within a specific area of northwestern Oklahoma, designated as the "study zone," which includes private lands in Woodward, Dewey, and Ellis counties, and parts of Roger Mills County. By November 1, 2026, the Authority must establish a plan for this study, which will assess current elk population numbers, their distribution, how they use their habitat, their health and genetic diversity, and the effectiveness of existing management strategies like hunting and predator control. The goal is to develop science-based recommendations for the long-term sustainability of elk populations and the health of the ecosystem, which will be compiled into a "management plan" and made available online. The Authority is permitted to collaborate with other state and federal agencies, and may even request temporary restrictions on elk hunting during the study. This act will take effect on July 1, 2026, and is declared an emergency measure, meaning it will be in full force immediately upon passage and approval.
