This bill revises provisions governing public works by requiring contractors and subcontractors to increase the representation of women in apprenticeship roles. Specifically, for vertical construction projects, contractors must now ensure that to the extent practicable, at least 2 percent of apprenticeship labor hours are performed by women, while horizontal construction projects must aim for at least 1 percent women apprenticeship hours. The bill introduces the concept of "to the extent practicable," which means making a reasonable effort to meet these requirements while considering the availability of women apprentices in specific trades. If a contractor cannot meet these percentages, the State Apprenticeship Council will be required to review the apprenticeship program's policies for recruiting women at least once every two years and may recommend improvements. The new requirements will not apply to public work contracts for which bids were submitted before January 1, 2024, and the bill becomes effective on that date.
