This bill creates a new law that allows Service Oklahoma (a state agency) to check for open safety-related vehicle recalls during motor vehicle registration and renewal processes. An "open recall" is defined as a safety-related recall requiring manufacturer notification under federal law that necessitates vehicle repairs by an authorized dealer, excluding minor labeling issues or recalls involving financial compensation. When registering or renewing a vehicle's registration, Service Oklahoma may provide written notice to vehicle owners about any applicable open recalls, including a description of each recall and a statement that these recalls can typically be repaired by an authorized dealer at no cost to the owner. The bill explicitly protects Service Oklahoma's employees from liability for providing these recall notices, except in cases of gross negligence, and does not alter the existing liability of vehicle manufacturers or dealers. The law is set to become effective on November 1, 2025, and is designed to help vehicle owners become aware of potentially critical safety issues with their vehicles during the routine registration process.
