This bill removes the requirement for municipalities to deposit free copies of their permanent volume and biennial supplement of penal ordinances in county law libraries. Currently, when a municipality compiles and publishes its penal ordinances, it must create a resolution notifying the public and file that resolution with the county clerk. The bill eliminates the existing mandate that the municipality provide at least one free copy of these compiled ordinances to each county law library where the municipality is located. Instead, the bill maintains that the permanent volume or biennial supplement of compiled penal ordinances must remain available for public purchase at a reasonable price. The legislation will ensure that ordinances remain judicially noticeable in court proceedings, with courts able to use county clerk filing references as proof of compliance. The bill is set to take effect on November 1, 2025, giving municipalities and county law libraries ample time to prepare for the change. This modification potentially reduces administrative burden and costs for municipalities while still maintaining public access to municipal ordinances.
