This bill makes temporary appropriations for the expenses and encumbrances of the state of New Hampshire from July 1, 2025, until an operating budget is enacted, but no later than January 1, 2026. * State agencies and entities will be authorized to obligate funds at a rate not exceeding 45 percent of their fiscal year 2025 appropriations, for the same purposes, with adjustments for authorized increases and payroll needs, unless an emergency is declared and approved. * The bill accepts necessary federal funds and appropriates the required state matching funds. * Funds obligated under this act are subject to transfer with prior approval from the fiscal committee of the general court. * The governor is authorized to draw warrants for obligations from unappropriated treasury funds or special funds. * Expenditures made under this act will be charged against future appropriations for identical purposes. * The state indemnifies officials for liabilities incurred under specific statutes related to public funds from July 1, 2025, until this act becomes law.
