This bill establishes a committee composed of three members of the New Hampshire House of Representatives, appointed by the Speaker, to study the current structure of the state's unemployment insurance program and explore ways to introduce competition into this industry. The committee will investigate why the government currently holds a monopoly on unemployment insurance, compare it to other government-monopolized insurance products, and assess the economic efficiency and consumer benefits of having a single provider versus multiple options, including whether some consumers might benefit from having no unemployment insurance at all. They will also research the existence and reasons for the absence of private-sector unemployment insurers and consider the desirability of their introduction. The committee members will receive mileage reimbursement for their duties, elect a chairperson, and require two members for a quorum. They are tasked with reporting their findings and any legislative recommendations to various state officials and the state library by November 1, 2025, with the act taking effect upon its passage.
