This resolution approves emergency and proposed rules adopted by the District of Columbia Alcoholic Beverage Control Board to renew the Adams Morgan Moratorium Zone (AMMZ) for three years. The rules maintain the existing moratorium on new Retailer Class CN or DN (nightclub) licenses and increase the cap on Retailer Class CT or DT (tavern) licenses from 10 to 16. The moratorium zone covers an approximately 1,800-foot area around 2459 18th Street NW and prohibits new alcohol licenses for certain types of establishments, with exceptions for restaurants, hotels, and Class A and B retailers. The resolution allows for transfers of existing licenses within the zone and maintains all other previous restrictions. The rules were adopted by the Board on April 11, 2024, after a public comment period, and will take effect five days after publication in the District of Columbia Register. This continuation of the moratorium aims to manage the density of alcohol-serving establishments in the Adams Morgan neighborhood.
