This bill amends existing law to require school district boards of education to provide notice to eligible charter schools if a current lessee of district property does not timely elect to purchase that property under specific conditions. An "eligible charter school" is defined as a public charter school authorized under the Oklahoma Charter Schools Act and located within the school district's boundaries. The bill clarifies that if a board of education decides to sell, lease, or transfer a district facility or underutilized portion of a facility, they must first notify eligible charter schools of the proposed transaction, including the buyer/lessee, terms, and price. Charter schools then have thirty days to elect to purchase or lease on the same terms. If multiple charter schools elect to do so, the board must conduct a lottery. This provision is intended to ensure that charter schools have an opportunity to acquire district facilities, and it does not override any existing right of first refusal granted to a current lessee. The bill also includes an effective date of July 1, 2026, and declares an emergency for immediate implementation.
