This bill modifies Texas law regarding the recognition of handgun licenses from other states by automatically recognizing valid handgun licenses issued by any other state in Texas. Previously, the governor was required to negotiate specific agreements or obtain attorney general determinations about background checks before recognizing out-of-state licenses. The bill removes the previous complicated requirements and replaces them with a simpler reciprocal recognition approach. Additionally, the bill requires the Texas Department of Public Safety to maintain and annually update an online list of states where Texas handgun licenses are recognized. The legislation will take effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise will take effect on September 1, 2025. This change simplifies the process for out-of-state gun license holders traveling in Texas, making it easier for individuals with valid licenses from other states to carry handguns while in Texas.
