This bill modifies Texas state law regarding the recognition of handgun licenses from other states, simplifying and broadening the existing reciprocity provisions. Specifically, the bill automatically recognizes valid handgun licenses issued by any other state in Texas, removing previous complex requirements about background checks and negotiations. The governor is still tasked with negotiating reciprocity agreements with other states only if those states require such an agreement before recognizing Texas handgun licenses. Additionally, the bill requires the Texas Department of Public Safety to maintain and annually update an online list of states that recognize Texas handgun licenses. The legislation will take effect immediately if it receives a two-thirds vote in both legislative chambers, or otherwise will become law on September 1, 2025. The bill also repeals two existing subsections of the government code related to handgun license recognition, further streamlining the legal framework.
