This bill creates a new type of specialty license plate specifically for retired members of the New York state legislature. Under the proposed law, any retired state legislator residing in New York can request a distinctive license plate that will bear the words "Retired NYS Legislator" upon annual verification of their status. To obtain these plates, applicants must provide satisfactory proof of their retired legislator status to the Department of Motor Vehicles and pay the standard vehicle registration fee plus an additional $25 annual service charge. The bill requires a $6,000 surety bond for plate production unless at least 200 pre-orders are received, in which case the bond requirement is waived. The service charges collected will be deposited into a special fund used for designing, producing, advertising, and distributing distinctive license plates. If fewer than 200 plates are sold within two years of availability, the department can recover a proportional amount from the surety bond. The bill will take effect 180 days after becoming law, with certain administrative provisions taking effect immediately.
