This bill creates a new type of specialty license plate specifically for retired members of the New York State Legislature. Under the proposed law, any retired state legislator residing in New York can request a distinctive license plate that will bear the words "Retired NYS Legislator" upon submitting an annual application to the Department of Motor Vehicles (DMV). To obtain the plate, applicants must provide satisfactory proof of their retired legislator status. The plate will be issued in the same manner as other standard registration plates and will require payment of the regular registration fee plus an additional $25 annual service charge. Before these plates can be produced, the DMV must either secure a $6,000 surety bond or receive at least 200 pre-orders for the plates. If fewer than 200 plates are sold within two years, the DMV can recover a proportionate amount from the bond. The bill stipulates that any service charges collected will be deposited into a special fund for developing and distributing distinctive license plates. The law will take effect 180 days after it is enacted, with some provisions becoming effective immediately to allow for necessary regulatory preparations.
