Additionally, within six months of becoming noncompliant, the agency must prepare a comprehensive report for the state comptroller, senate president, and assembly speaker, describing efforts to improve contracting processes, including policy revisions, staff retraining, and process reforms. The bill also modifies existing provisions about written directives, ensuring they include payment schedules and stipulating that late state payments will be subject to interest, which aims to provide more transparency and accountability in state agency contracting processes.
