This bill amends Maine's health information disclosure laws to improve health care coordination for minors in state custody. Specifically, the bill allows the medical director, psychiatric consultants, nurse consultants, and case aide staff of the Office of Child and Family Services to access health records of individuals under 18 who are in the department's custody. The purpose of this access is exclusively to coordinate health care, and the department must request records directly from the individual's providers. The bill also permits accessing health information through a state-designated health information exchange, but stipulates that this information can only be used to understand and provide continuity of treatment regarding current health conditions, medications, and immediate medical needs. Additionally, the bill makes technical amendments to existing provisions about health information disclosure for mortality review panels, including those for maternal, fetal, infant, and aging and disability cases, by adjusting punctuation and language in the existing statute.
