This bill modifies Oklahoma's absentee voting rules for blind voters by requiring them to provide documentation from a licensed physician confirming their blindness when requesting an accessible electronic absentee ballot. Currently, blind voters can request an electronically delivered absentee ballot by simply swearing or affirming their physical inability to vote in person, but the new legislation mandates medical documentation to verify their status. The bill maintains the existing provisions that allow blind voters to use their personal computer to mark an absentee ballot privately and independently, print the ballot, and return it via mail along with an executed affidavit. The bill also preserves the option for blind voters to seek assistance from another person in completing ballot-related requirements. Importantly, the bill explicitly prohibits electronic ballot return and specifies that any person who falsely applies for this type of absentee ballot would be guilty of a felony. The Secretary of the State Election Board retains the authority to create rules and procedures for implementing these requirements. The bill will take effect on January 1, 2026, giving election officials and voters time to prepare for the new documentation requirements.
