This bill directs the New York State Department of Civil Service to conduct a comprehensive study examining competitive examinations used for public employment by both state agencies and municipal commissions to determine if their content unfairly disadvantages minority examinees. The study will analyze examination results, compare hiring rates of minority and non-minority candidates, and investigate potential discriminatory factors such as the questions themselves, accessibility of test locations and times, and availability of preparation resources. The department is authorized to collect relevant information from agencies, while ensuring confidentiality, and must submit a report of its findings, without personally identifiable information, to the governor and legislative leaders within one year of the bill's effective date. This act will be in effect for two years.
