This bill prohibits the intentional injection, release, or dispersion of chemicals, chemical compounds, substances, or apparatus into the atmosphere within Oklahoma with the express purpose of modifying weather, temperature, or sunlight intensity. Specifically, the bill makes such actions a first-degree misdemeanor punishable by a fine of up to $10,000. Additionally, the bill completely repeals the existing Oklahoma Weather Modification Act by eliminating all of its previously established sections (82 O.S. 2021, Sections 1087.1 through 1087.20 and 1801.1, 1801.2, and 1801.4), effectively removing the legal framework that previously governed weather modification activities in the state. The new law will take effect on November 1, 2025, providing ample time for stakeholders to become aware of and comply with the new restrictions. This legislation appears to be aimed at preventing unauthorized or potentially harmful attempts to manipulate weather conditions through artificial means.
