This bill requires the New York State Energy Research and Development Authority (NYSERDA) to develop a comprehensive electric vehicle (EV) fast charging station implementation plan within 24 months. The plan must address several key areas, including methods to increase public charging availability, detailed geographic information about current and future fast charger deployment, an overview of existing state and utility EV charging programs, strategies to prevent program overlap, guidance for municipalities on curbside charging, support for commercial fleet charging in disadvantaged communities, identification of underserved areas, and requirements for labor standards in charging station manufacturing and installation. The bill also establishes a "Fast Charge NY working group" consisting of 13 members from various stakeholder groups, including municipal organizations, environmental justice groups, utilities, and charging station developers, who will be appointed by the governor, senate president, and assembly speaker. NYSERDA will be required to publish the plan on its website, allow a 30-day public comment period, and provide a final report with deployment guidance. Additionally, the authority must update the plan annually, ensuring ongoing adaptation to the evolving EV charging infrastructure landscape.
