This bill requires the New York State Energy Research and Development Authority (NYSERDA) to develop a comprehensive electric vehicle (EV) fast charging station implementation plan within 24 months. The plan must address several key aspects of EV charging infrastructure, including methods to increase public charger availability, current and future charging station deployment, geographic distribution of chargers, existing state and utility EV charging programs, strategies to prevent program overlap, and guidance for municipalities on curbside charging. The bill also mandates that the plan include support for commercial fleet charging in disadvantaged communities, identify underserved areas, and establish labor standards for charging station manufacturing, construction, and maintenance, such as Buy American provisions and prevailing wage requirements. To develop this plan, NYSERDA will establish a "Fast Charge NY working group" comprising 13 members representing municipal organizations, environmental justice and environmental groups, public utilities, and charging station developers, with members appointed by the governor, senate president, and assembly speaker. Once completed, the plan will be published online with a 30-day public comment period, and NYSERDA will be required to update the plan annually, with a final report providing guidance for statewide EV fast charging station deployment.
