This bill establishes the Vermont State and Judiciary Employees' Cost-Savings Incentive Program, which allows classified, non-management state employees in the Executive and Judicial branches to submit suggestions that could result in financial savings for their respective agencies. Employees can propose ideas to reduce expenditures, and if their suggestion meets specific criteria—such as being feasible, not already under study, beyond standard job expectations, and not negatively impacting service quality—they may be eligible for a monetary award. The award would be equal to 25% of the actual savings realized in the first year of implementation, with a maximum award of $25,000. If multiple employees submit the same suggestion, the award will be divided equally. The bill includes a detailed process for submitting, reviewing, and potentially appealing suggestions, with review panels composed of representatives from the Vermont State Employees' Association and the relevant state agency or judiciary. Starting in January 2027, the State Auditor and Court Administrator will be required to file annual reports summarizing implemented suggestions, savings realized, and rejected proposals. The program is set to take effect on July 1, 2025, and aims to encourage state employees to contribute innovative cost-saving ideas to improve government efficiency.
