This bill amends an existing Oklahoma state law to require that any proposed legislation requested by a state agency must include an agency request statement. The statement must specify which agency requested the legislation, provide the name of the primary contact at that agency, and include a brief description of the need for the legislation as explained by the agency. The requirement does not apply to proposed legislation that is not directly requested by a state agency, its employees, lobbyists, or representatives. The bill also maintains the existing directive that state officials and employees must fully cooperate with the Legislative Service Bureau in performing audits and other functions. The bill is set to become effective on November 1, 2025, and aims to increase transparency by clearly identifying the origin and rationale of agency-requested legislative proposals.
