This bill creates a distinctive license plate program for combat veterans who have served in the Navy, Marine Corps, Air Force, or Coast Guard. The bill allows these veterans (or their spouses) to request a special license plate that specifically identifies their branch of military service, such as "Navy Combat Veteran" or "Air Force Combat Veteran". To obtain these plates, applicants must provide proof of their combat veteran status to the Department of Motor Vehicles, and the branch on the plate must match the branch of service. The plates will be issued with the standard registration fee plus a one-time $10 service charge. Before the plates can be designed and produced, the Department of Motor Vehicles must either receive at least 200 pre-orders or have a $6,000 surety bond in place. If fewer than 200 plate sets are sold within two years of availability, the department can recover a proportionate amount from the bond. The service charges collected will be deposited into a special fund for developing and distributing distinctive license plates. The bill will take effect 180 days after becoming law, allowing time for implementation.
