This bill creates a new section in the vehicle and traffic law to allow for distinctive license plates for combat veterans who served in the Navy, Marine Corps, Air Force, or Coast Guard, and also permits the spouse of such a veteran to receive a plate, though not if the veteran already has one. To obtain one of these plates, applicants must provide satisfactory proof of their combat veteran status and the branch of service, and the plate's inscription will match that branch. While the regular registration fee applies, there will be an additional one-time service charge of ten dollars for these special plates, and the bill specifies that these plates will only be designed, produced, and issued if the commissioner is confident that the collected service charges will cover the costs of design and manufacturing, or if at least two hundred orders are received along with the applicable service charge. Furthermore, the bill requires a surety bond of six thousand dollars to be in place before the plates are issued, unless the two hundred order threshold is met, and this bond will be discontinued after two years if at least two hundred sets of plates are sold, or the department can claim against the bond for any shortfall.
