This bill modifies Oklahoma's horse racing regulations by updating the requirements for organization licensees' negotiations with horsemen representatives. Specifically, the bill removes the phrase "and reception" from existing language about simulcast transmission negotiations, while maintaining the requirement that organization licensees negotiate with official representatives for each horse breed participating in race meetings. These negotiations will continue to cover race meeting conditions, commission and purse distributions, off-track wagering, participant welfare, and other necessary matters. The bill preserves existing provisions that allow individual horsemen to opt out of representation and enables the Oklahoma Horse Racing Commission to call for a new representative election if a majority of horsemen for a specific breed choose to be excluded. The bill will become effective on November 1, 2025, ensuring that horse racing organizations and horsemen representatives have time to prepare for the updated negotiation requirements.
