This bill modifies Oklahoma's student transfer rules by allowing students to automatically transfer to an adjacent school district if their home district does not offer the grade level they need to pursue. Under the new legislation, students will be limited to one automatic transfer to an adjacent district that offers their required grade level, and this transfer will be approved without being subject to the district's typical capacity constraints. If a student chooses not to transfer to an adjacent district, they must follow existing transfer request procedures outlined in Section 8-101.2. The bill maintains existing provisions that allow sibling transfers and transfers for foster children, and preserves the school district's ability to establish transfer policies and capacity limits. School districts will continue to be required to publish their transfer capacities quarterly and report transfer data to the State Department of Education. The bill also retains the appeal process for transfer denials, allowing parents to appeal to the school district board and then to the State Board of Education if necessary. The changes will take effect on November 1, 2025, providing school districts ample time to prepare for the new transfer regulations.
