This bill establishes a free, publicly accessible online platform to help students understand credit transfer opportunities across Colorado's postsecondary educational institutions. The platform will provide comprehensive information about transferable credits, including courses from the Guaranteed Transfer Pathway Matrix, statewide transfer articulation agreements, and various examination programs like Advanced Placement (AP), College Level Examination Program (CLEP), International Baccalaureate, and DANTES Subject Standardized Tests (DSST). By January 2026, participating institutions must submit detailed records of their transfer credit policies, including information about work-related experiences, prior learning opportunities, and industry-recognized credentials. The Colorado Department of Higher Education will develop and manage this online platform, creating a statewide database to store and organize the transfer credit information. While public institutions are required to participate, private institutions may voluntarily contribute their transfer credit information. The bill also establishes a special cash fund to support the platform's development and maintenance, which can receive gifts, grants, and donations. Importantly, the platform is designed as an informational resource and does not guarantee admission to any institution, serving instead as a tool to help students navigate complex credit transfer processes.
