The bill defines key terms such as "mode choice target" (the goal for trips completed by different transportation methods like biking, carpooling, public transit, or walking) and "subject local government" (cities, towns, or counties with populations over 5,000 within MPO jurisdictions). Local governments are encouraged to submit planned transportation projects to their MPOs, adopt mode choice targets, and develop strategies to increase transportation options while prioritizing projects that can reduce vehicle miles traveled, protect vulnerable road users, decrease greenhouse gas emissions, and improve access for disproportionately impacted communities. The inventories created must identify infrastructure projects that could significantly improve transit, biking, and walking by enhancing connectivity and safety, and include cost estimates where possible. The bill is subject to potential referendum and would take effect in 2026 if approved by voters.
